I'm a former software engineer from Silicon Valley. I worked with a lot of H1-B guys from India and all over, but the jobs were here then. I complained about the H1-B's then. The poor guys were like slaves, worked for less under threat of being fired and having a week to find another job or go back. Some very small amount of outsourcing may have been going on then, but it's really picked up steam under Bush. I beleive in free markets, so I don't know what the answer is. But Bush hasn't even mentioned the problem, as far as I am aware.
