I'm skeptical. Look at the situation for MSFT, for instance. Founded in April 1975, more that 2 years before ORCL, MSFT didn't IPO until March 1986 either. This occurred despite the fact MSFT was able to IPO at revenues of $140MM versus $55MM for ORCL.

In lieu of your proposed reason of product buildup, I could just as easily believe Larry Ellison took his company public because Bill Gates was doing so. <gg>
