I believe that hunters were responsible for their decline. The Bald Eagles were not (typically) hunted directly, but instead the Eagle and raptors ingested the lead shot that was embedded in small animals that are the normal prey food for these large birds. Lead not DDT was the major toxin that killed most of the Bald Eagles.

Also hunters often would shoot juvenile Bald Eagles. The juvenile Bald Eagle does not have the distinctive white head so it is often mistaken for a hawk.
