Banana Republics handle their national finances as you suggest we should handle ours, and their economies are disasters -- I doubt that is the proper course of action for the United States. We do not simply "give people dollars" when we run both a current account and budget deficit. We don't have the dollars to give them. In a banana republic you just add more ink and paper to the printing press and create more money -- and we have been doing plenty of that to try to get out from under the rubble of the stock market bubble. Eventually this devalues your currency, as ours has been severely devalued. Having your savings and income devalued is not what people want. If you think the US can devalue its currency and not have a drop in our standard of living then you are living in the 12th century.
