Phoenix businesswoman Leonor Llamas is one of those Latino voters who feels betrayed by Bush. She voted for him in 2000, but she doesn't plan to vote for him again.

"I don't think I would vote for Bush, because he never does what he says he's going to do. He changes his mind day by day," said Llamas, 43, who owns Best Cleaners in Phoenix and immigrated to the United States from Mexico 25 years ago. "He says lots of things and he does nothing, this (Bush's proposed immigration plan) is blah, blah, blah."
