The real competition is indeed for well trained good brains. As for the well trained aspect, Japan for one has not doubled expenditure on research and has not improved the grade school education. Same for the US and for Canada. Doubling expenditure on research would probably pay off for the US but I don't think tripling or quadrupling expenditures on research would pay them because there are not enough good brains around and they already have a research base. There's a shortage of good brains everywhere. I wait for the first country to bribe university graduates to have more children and to restrict the reproduction of those who didn't finish high school. I'll certainly invest there.
