I think there is a shortage of good brains everywhere. Every dull witted person is an obstacle to progress, anywhere and everywhere. The shortage in China might be less than that in the US but that's just a matter of degree. Take smoking for example. People with a future sense are more motivated to stop. Of course there are other factors in smoking addiction but brains is surely one of them.
