Mexico Wants to Work with Congress on Immigration
Thu January 8, 2004 12:26 PM ET

MEXICO CITY (Reuters) - Mexico said on Thursday it would try to persuade the U.S. Congress to support President Bush's proposal to legalize the status of millions of people now working illegally in the United States.
Mexico initially welcomed the Bush plan to grant the temporary visas but has since voiced caution.

"We have to work with the U.S. Congress so it can approve a series of laws ... that will allow what is outlined in the proposal to come into force," Foreign Minister Luis Ernesto Derbez told Radio Red radio station.

Mexico has long pushed for the United States to legalize undocumented Mexican workers and make it easier for Mexicans to emigrate to the United States. But the issue dropped off the U.S. agenda after the Sept. 11, 2001 attacks on the United States.

Mexican President Vicente Fox welcomed the Bush announcement on Wednesday morning but his office released a statement on Wednesday night in which he was more cautious.

"He considers that President Bush's proposal does not fully meet our expectations but is a good initiative.
He agrees ... that it is a good first step," Fox's office said.
