The sentence that makes my point is :

“More than half the benefit of eliminating dividend taxes,” the Times reported, “would flow to the wealthiest 5 percent of taxpayers."

I believe there has to be a balance between unbridled capitalism and consideration of the common good. Because capitalists (usually represented by corporations to shield personal liability) have plenty of money and ability to influence the laws we live by, government is needed to make sure they don't completely trample the public interest under foot in the process of accumulating their all important profit.

"Love of money is the root of all evil" and capitalism will come down on the side of the buck every time, trampling the common good in the process. Capitalism's God is profit, and let no other considerations get in the way.

Capitalism is the best at motivating people, but we should not allow greed to come before the common good.
