Yes, it's that, and a question of control. It's a transfer of wealth from citizenry into the pockets of the insiders. Citizens pay 100X the taxes of these few players, but are prevented by bribed politicians from being represented in the process.

The Founders knew its human nature for insiders to take control whenever and wherever they (including you and I) can. In a democratic republic we vote laws to keep the playing field level.

This idiotic effort is one more attempt to tip the balance, and create downward pressure on wages, in violation of the laws the President and politicians are sworn to uphold.

Rather than even a tepid attempt at enforcing the law, they find it more profitable to take the bribes, pander to votes, and accept criminality as normal, par for the course in Washington where anything you can get away with is "legal".

The administration and most of Congress need to be removed, impeached, recalled or otherwise thrown out of office, in favor of some true public servants
