You're right in suggesting that there does not have to be a BIG drop in the index. A period of consolidation and rotation could easily satisfy my expectations.

I ran some charts here to look over the situation using the total put to call ratio.

I cannot chart the equity put to call ratio alone against the SMH so I used the total put to call ratio vs the SMH. You will find charts of the last three months since you referred to it I also show the three months from April to July in 2003:

There are also 1 year charts.

Let me know if you reach any conclusions?
