I don't see social service cost changing at all. All the illegals get those services now anyway. But if they can compete in the market without the threat of being turned in. Maybe they will find living costs less and have more money to pay more for such services. When one lives in fear that someone at any time can turn them in and the will be sent out of the country, one can be used and abused.

Every immigrant class that has come to America in general has worked their way out of poverty in one to a few generations. I don't believe Hispanic human beings are any different.
