I'm aware how it works. It's pretty sad when you have to rely on Congress to stop a Republican president from wasteful spending. Bush's budgets are pathetic. And this republican congress has been a major disappointment.

When I cast my vote in 2000, here's what I expected:

Tax cut (delivered)
National defense (delivered)
Deficit reduction (not delivered)
Spending cuts (not delivered)
Tort reform (not delivered)
Judicial reform (not delivered)
Immigration control (not delivered)
Elimination of wacky spending proposals (not delivered)

If Bush doesn't cut the bullshit, he will lose his base.
