found a free download that measures processor speed. freshdevices.com

I have not tried it.

Same thing happened to some computers at my wife's workplace. Also Athlon Thunderbirds reporting 750mhz on startup, with chips of 1.0 ghz. It's a mystery that remains unsolved there. But I can tell you that no motherboards were changed, as in your case.

Please post any further information you come across or any conclusions you arrive at.
