It doesn't even begin to list the carrots and sticks that might need to be used to get those societies - whose major problem is that they are politically immobile - to radically change their existing policies.

Well, like you said before, Friedman wasn't offering a policy, only an approach. It would be interesting to hear him flesh that out. Perhaps that's coming.
