just read from DJ News that the government lowered the license fees by approx. 8%. Stock shot up to best levels since last summer as a response... this stock is soundly undervalued with a PSR of 0.7 (compared to China Unicom's 2)

you are right that CHAR was higher in 1998 etc. but you must take into account that a 1:60 reverse split has happened since that time (in 1999). They divested their US, CAN operations in 1998 however started produce meaningful revenues only in 2002, way lagging their planned schedule..

just a case what happens to companies lacking revenue and cashflow streams with big expenses at the same time.. well that is past and since last quarter they are producing oil in commercial quantities (>10000bopd) and great results (cashflow of $10m)
