There was a problem with 'containing' Iraq when Saddam
continued to add to his forces and capabilities. Note here that although Saddam and others said his WMD's efforts ended in 1991 that the UN found WMD's and continued work on WMD's in 1995

The greatest effort was in increasing missile ranges-work which continued into 2003
So what good does "containment" do when Saddam continued his work and builds missiles capable of reaching
most of his neighbors?.
Perhaps our containment work would then have involved surrounding Iraq with Patriot sites , in countries that dont like us , and a very expensive system of questionable effectiveness.
Was any other Nation, among our friends, and other than the UK , intending to fund or help with the containment of Iraq- a job that would have become bigger as each year passed?
