Maybe stopping Germany getting stroppy again. Germany has made a habit of attacking neighbours; it's built into the national character [humans are like dogs and there is a general nature about varieties]. Some are cute and cuddly, others are belligerent, with grumpy natures. But they all seem to like to chew on a bone, chase sheep and cats.

As in Germany, in Japan there are USA troops who would be very convenient if Japan became belligerent again. But China is the main military threat, with aspirations to megalomania if we listen to Yiwu as a sample of one. Hu Jintao also seems to be interested in belligerent confrontation and crushing of dissent. A disagreeable newspaper was raided. Naughty signatories to a letter jailed. Taiwanese threatened with murder if they don't bow towards Hu and do as he says.

Russia is a bit of a has been and although the second best in nukes, is probably not disposed to do anything. Their empire is over and keeping subs afloat is the hard enough, let alone stomping around getting arrogant and attacking people. They are like Britain after the dwindling of the British Empire - preoccupied with problems at home and not interested in causing problems for neighbours [though, like Britain, would no doubt defend their equivalents of Falkland Islands] if attacked.
