Canada will ask Washington for more data on its proposed anti-missile shield before negotiating for possible participation in the project, Defense Minister David Pratt said....

Seems to me that the last time this came up in the news, in a nutshell, regardless of whether we joined or not, the planned way for the missile shield to work was to explode incoming missiles in Canadian airspace, no?

That 'Commerce' Department proposal was just more opportunistic sleaze, trying to take advantage of the change of prime ministre ....
