No, it is not enforced very strictly, it is hardly enforced at all. Most law enforcement agencies have neither the budget nor the time.

With the proposed law, it is my understanding that those that are under the radar, will no longer be under the radar, and at the very least will have to start paying taxes.

As far as using work visa's that is fine, but it is tedious slow going that method, and will NOT stem the tide of illegals crossing the Rio Grande(in Texas) or the borders of New Mexico, Arizona or Ca.
