Doesn't change the fact that US policy has favored Saddam's removal for years.

But that wasn't the point of O'Neill's comments. At the time that Bush took office the Iraqi Liberation Act of 1998 expressly prohibited the use of US Armed Forces; and the intent to invade Iraq occurred long before 9/11. Which contradicts Bush's statements after 9/11.

They are all facts.
