France budget deficit fro 2003 is around EUR 55 billion or about $70 billion at 1/5 US GDP this adds to about $350 budget deficit whihc is almost at par with the US at $375 billion in budget deficit.

On per capita calculation France with 60 million citizen v. US 290 million there is not a lot of difference.

Officials stressed in private that there was a point when an unbridled rise would outweigh some of the positive aspects of a strong euro -- namely the inflation-taming impact it has when oil prices quoted mostly in dollars are at high levels.

One official noted that any action to influence exchange rates would not work without U.S. agreement and involvement, perhaps signalling fears that it will be hard to sign up U.S. support when a weak dollar can help U.S. growth at a time when President George W.
