The Mexicans may be poor, but dumb are not.
They do it a lot easier... (And that is one of the reasons both countries are better off with the "guest worker program").
All they have to do, once they are in the US is for one of the women in the family to have a baby born in US soil, which btw... I doubt they pay for the hospital care (remember, I said, both countries are better off with some sort of legalization of this situation that... HAPPENS ANYWAY)...
Once the baby is born, they make him a citizen, depending on each individual situation, it may happen immediately, or they wait a few years...
Once that US citizen is assured a US passport/citizenship... he can immigrate additional family members without much difficulty.
--Remember I have said the current real estate boom is not a bubble? This is part of that reason... The buyers of the homes are for real and they are living in these homes... and there are more coming.
Now...
If the Mexican gov't is willing to offer American citizens the same rights there citizens here legally enjoy- -working in the country with no delay, ownership of land, ability to open a business with no requirement that at least 50+% of the ownership be in native hands- -then I would say BOTH countries should throw open the border and let goods and people move freely

The law you are making reference (particularly when it refers to beach real estate) --where the only way to own it was forming a trust, which owned the land and the trustee (usually a bank) "managed the property for the beneficiary" (the US citizen) is no longer.
In 1997 that changed and my understanding is now you can own the land outright... and better yet, if I remember correctly, although I have not checked lately...
There is NO tax to pay on real estate profits. (Capital gains) **attention, this may have changed**
So... in a way it is already happening...
But if the Mexican gov't will play as fairly with our citizens as we do theirs, then I say let's form a partnership and bankrupt China. :-)

The US had no choice but to execute NAFTA, because under this agreement, the US at least has a say in the matter... if there was no NAFTA, the Mexican manufacturers were going to do whatever the hell they wanted... at least under the agreement, there may be some "say" in the rules... if there were no participation, then "no say"

By the year 2000 the population was about 100 million (and that assumes that we take the Mexican government census numbers as valid) that is 3 times more in 50 miserable years. In the same year, the estimated population of Mexico CITY was about 20 million souls...

If the US were to take such a drastic action, not only it would not succeed, you would have the exact same effect that Sept 11 had on the American population, that is to unified them in a way never seen before...
NO, I do not mean that Mexico would invade the US... as I already said, the Guatemalan Army can probably beat the shit out of the Mexican because they are better trained with fresher experience (after fighting the guerrillas from not too long ago)
What I mean is that the protests from all over the world would be so outrageous that I doubt even the US could stand the pressure. (There are considerable sized communities with German, French, Italian, Spanish and even Americans ancestries that no doubt would become a solid front against such action)...
Not to mention a possible public revolt in the entire western US states.
So I am telling you... the best (and only win/win) solution is to work together with practical and innovative programs that will improve the economic situation in BOTH countries. I repeat, a large % of the Mexican immigrant do NOT really want to live in the US... they just want a job.
I do not mean to say that the work to be done lies exclusively on the US side... there is serious work to be accomplished by the Mexican government... for one... getting rid of the gargantuan infrastructure of a rotten corruption system...
I do not pretend to say I have the solution to all... but I do know that continuing with a confrontational attitude, it will NOT work.
