The assertion that Saddam Hussein was in a "deterred" state is controversial to say the least. Let's see, continual defiance of UN sanctions, attempts to shoot down US aircraft, attempt to assassinate Bush 41, writing checks for Pal terrorists, home-brewing terrorists in Salman Pak, supporting Ansar al Islam in Kurdistan, tossing out the UN inspectors in 1998, oh yes, two attempted invasions of the neighbors post 1991. And working closely with France and Russia to get the sanctions dissolved, which was working.

He may not have been shooting at anybody at the moment (besides US aircraft, which seems to get a pass), but this doesn't add up to "deterred" in my book.
