zof, Tax money has always gone into the common fund of the government. It was then, distributed according to laws passed by Congress. If you are referring to welfare, that does not include panhandlers, and never has. panhandlers have not SSNs, permanent address, telephone, or drivers' license. Even if the government wanted to subsidize these bums, and tramps, they wouldn't know where, or how, to do so. Programs, such as welfare, are controlled by the Congress, not the President, regardless of who he may be, so your bitter barb at Reagan, is you just pissing into the wind to get your feet wet.
