The Army wants to fight the Russians in the Fulda Gap, and is very reluctant to change it's ways.

That may be so, but you wouldn’t know it from this report. The author’s point is quite the opposite: he’s arguing for targeting Al Qaeda specifically, not generic action against any nation we don’t care for. The natural inheritors of the Fulda Gap syndrome are the ones sitting around like cigar-chomping mafiosi, talking about “doing” one country or another. Got a problem? Let the tanks roll. Do ‘em. Take ‘em out. That’s the old military mentality speaking.

Not an approach that is likely to succeed against terrorism, but it will satisfy those with the urge to beat their chests in public.
