they were already raising interest rates in past cycles when idle resources was still rising and forming peaks. they were obviously seeing some imbalances that needed to be addressed through reining in expansion. perhaps, some of that faux slack is attributable to industries that are being transitioned overseas and won't be coming back. in those cases, the data would be slow to recognize the retirement of those facilities (perhaps since bankruptcies and reductions take some considerable time).
