No, the French do that in the Cote d'Ivoire. Your point being? Every country will leverage the force it has. The real gripe of the French is that they don't have much anymore, except their absurd veto in the UN, so they use what they have.

Marcos, the UN functions just fine - if you like dictators' clubs. I don't. I don't have any use for a parliament of nations when most of those nations have illegitimate and tyrannical governments. All they will agree to do is hide each other's dirty laundry and scapegoat some democracy they don't like. Let's work on fixing the governments first. The last fifteen years have actually been quite beneficial that way - except in the Middle East.
