As to 'lowering the price of gas' the best that could be done would be to reduce consumption (conserve, become more efficient - especially in our transportation systems), and make sure that emerging energy technologies are implemented (fuel cells, photoelectric and photo-hydrogen, more robust interconnections in the electric power grids, more localized [closer to the user] power production, net metering, etc.)

Some of the best changes we could make there are tax code changes --- little need for special subsidies like all the politicians are always calling for. We need to remove the market-distorting subsidies that we already have: uranium, coal, oil, and - to be fair - any 'alternative energy' subsidies such as alcohol, etc.

Any remaining oil we have in the ground will be utilized - have no fear - as soon as prices rise enough to make it profitable. Oil in US public lands is 'oil in the bank', we will get around to all we can I'm sure.
