The population demographics will require Israel to negotiate a two-state concept. The average age of Palestinians is at the non-voting age of 15 and more Palestinians are born than are Israelis.

Hey, if we can have Washington, D.C. as a district for all citizens; there's no reason why Jerusulem can't become a district for all citizens under a two-state scenario.
