Building non-English infrastructure will have consequences and I don't believe they will be good ones. As for foreign language TV stations, I don't think they could rightly be prohibited, but they could be required to include English subtitles.

In Houston, it seems that there are more Spanish and Vietnamese AM stations than English. At least when I do a seek on the radio in my rental car, it appears that way.
