Perhaps so. There are some who view Bush's tax cuts as a cynical ploy motivated to starve the tumor of excessive government spending by making it impossible to spend money on new programs in the future. That could be part of the reason for the extreme animus that traditional Dems have shown toward Bush.... they know that even if they get the office back, they can't go back to their usual program spending.
