An interesting viewpoint though I see things slightly differently. The fish business never got out of the hunter/gatherer stage. Unlike land, fishing areas have always been "free for alls". The last guy on the fishing ground is a sissy and take as much as you can get. The "tragedy of the commons".

The thread header is suggesting moving to the farm scenario in a big way. Areas of the sea are owned by farmers who harvest from the sea in a sustained manner.

Where the continental shelf is open, 200 sea miles being the distance limit of ownership limit for each country. The agreed boundaries where countries have sea distances less then this.

The normal type of fish farms would continue, but for inland fisheries only, and probably only certain types of fish. They would not be able to compete with the natural fish bred in the sea.

We have plenty of monitoring technology these days to enforce the rules.
