Old Europe is falling further and further behind because they need to ignore deficits and cut taxes on capital formation. Instead they have established a superstructure of bureaucrats to make rules and sue each other over policy changes we make with little effort between the White House and Congress. The emerging nations of New Europe have already gotten ahead of us by creating unobtrusive flat-rate taxes. We will catch up in the 2nd Bush administration, but we should be LEADING on this, not following...
