Possibly. I blame the Dems for being too frightened of the Reps to do much. However, I also see Conservatives (heck, even O'Neil LOL) starting to attack Bush for his fiscal irresponsibility. The cracks are showing. If there are enough cracks visible in the ShrubStucco, I think there will actually be a public call for special prosecutors and/or impeachment proceedings. Otherwise, we'll go down as the generation who impeaches a Prez for lying about sex but not for lying about war. Imagine that.
