For Clinton or anybody else to say that they felt convinced is not the same as to say they know something for a fact to be true -- a belief and fact are not the same thing at all. If Cheney had said "I am personally convinced" or " the intelligence I have seen leads me to conclude", etc., then I would simply refer to him as mistaken. When he and others in the Bush Administration say "we know for a fact that Saddam has WMD", then it becomes a lie.
