The United States has fought several preemptive wars. The United States' war against Germany (not Japan) in WWII was preemptive (the U.S. was practically fighting secretly before it was declared anyway). The reasoning for the Cold War (including Korea and Vietnam) was preemptive. Nato's conflict in Kosovo was preemptive (and without the UN).

As for the "Drug War", the mistake was in calling it a war. It is not, and never was a war.
