yes you are correct, in 02 retailers had the lowest GROWTH in percentage terms of the last 30 years. And in 03 GROWTH was slightly better than 02.

Unfortunately it is not good enough for the US economy to remain stagnant. We need to create 150K jobs per month just to keep up with population growth. Christmas retail needs to grow more than 02/03 to be considered healthy.

Not that any of this is a catastrophe, recessions happen all the time. But when you are in a recession, you don't expect the government to be shouting 8% GDP!!!! from the rooftops when you know that half your neighbors are unemployed. And harvard says its the worst climate for new graduates since WWII.
