Actually, that approach seems fairly close to what reality is here in the US. So maybe things are not that much different. There really is very little enforcement against users. I would imagine that the heart of Dixie might be the equivalent of policy in Bulgaria or some of the old USSR states. In the US, drug using is a throw-in. Usually, it's part of something else, such as driving with, or part of a robbery, etc.

One problem I see is the definition of "serious traffickers." Some local DEA in small towns expand that definition with politics, but that probably happens in Europe also. It's not a high profile news story so any pattern is going to be conjecture. I have a real problem with the current method of proof which relies on lower level users and dealers basically ratting out higher ups, which leads to a very corruption-prone system. Conspiracy laws have been expanded and it leads to a rush on to the plea bus, last man on getting screwed.
