The problem being -- all of the elements of TIA are being implemented piecemeal, including comprehensive databases and conduits for sharing exclusively with the Executive Branch.

This always happens with these dirty projects that don't pass muster in a political package. They just change the name and push it through other programs.

The same is happening already with Patriot II. They are political and financial predators with total contempt for democratic politics. I would be very surprised if even Poindexter's Death Exchange weren't also being developed, say, through new international hedging instruments in a large reinsurance co., like AIG or Lloyd's.
