Here is a little trader's talk on RE market. I'd buy "desirable town or area" during an oversold spike bottom, and not during an overbought spike top. A good example is buy San Diego in 1992/93. Another good example is buy Ridgewood in 1994/95.

During a market top, for primary residence, I'd buy a little less developed area with growth potential. A good example is buy Rockland County, NY in 1998-2000 instead of Bergen County, NJ. I do not think anyone should be renting one's primary residence at all.
