Utilities make a huge difference. Not being self-contained makes a bigger difference. I wonder if Fresno could come up with enough water if there weren't empty spaces out there collecting the water that they use.

What counts is the Culture's structure, not is number of people Yes. As Karen points out, you need a fair amount of "empty" land to collect water, grow grass for cattle, raise wheat, .... And population doesn't determine military prowess any more. Technology does. Having a greater population density may not not only not be an advantage there, it can be a disadvantage.
