Utilities make a huge difference.

Not being self-contained makes a bigger difference. I wonder if Fresno could come up with enough water if there weren't empty spaces out there collecting the water that they use.

Yes. As Karen points out, you need a fair amount of "empty" land to collect water, grow grass for cattle, raise wheat, ....

And population doesn't determine military prowess any more. Technology does. Having a greater population density may not not only not be an advantage there, it can be a disadvantage. You get too much thinking like this:
