Most of the reload time may be due to flash (light) condenser recharging.

Andre, it seems to me that CF is being replaced in smaller cameras with SD or xD cards. Therefore, you might be able to find some good prices for cameras using the CF card. I use the Canon S50, which can now be purchased in your price range. But the slightly heavier and bulkier G series of Canon may give you what you want, since it has an external flash shoe. If you use an external flash, you will greatly reduce the recycle time when using an internal flash. Also, the software built into newer cameras reduces the time needed to write an image to the CF card, even when using the highest resolution settings.
