Clinton Appoints Black Appeals Judge WASHINGTON, Dec 27, 2000 (AP Online via COMTEX) -- President Clinton on Wednesday put the first black judge onto the 4th U.S. Circuit Court of Appeals, which serves several southern states and covers more minorities than any other circuit. Clinton's nomination of Richmond, Va., lawyer Roger Gregory had been stalled in the Senate, but the president used a recess appointment to put him on the bench while Congress is out of session. He said he would nominate him again when Congress returns in January Political Affiliation. Although a Democrat, Judge Gregory's nomination was strongly supported by both Republican Virginia Senators, John Warner and George Allen. Professional Experience. Judge Gregory has been a member of the Virginia Association of Defense Attorneys since 1990. In private practice, he works in criminal defense, personal injury, domestic relations, wills, real estate, bankruptcy, and civil litigation. As the firm grew larger, he began to try product liability, employment, and public liability cases. As an attorney, Judge Gregory defended a school principal in a wrongful termination case brought by a teacher who criticized school administrators for falsifying students' scores on standardized tests. 1He also defended K-Mart in a tort suit 2and General Motors against charges by its employees of racial discrimination and sexual harassment. 3 In another case, Judge Gregory represented the Richmond Redevelopment Housing Authority, in a lawsuit by tenants who claimed that notices of changes in their lease agreements, including a crime-prevention measure prohibiting possession of firearms by public housing tenants, were unreasonable. 4The district court's ruling in favor of the Housing Authority was subsequently affirmed by the Fourth Circuit. Judge Gregory has also represented criminal defendants in murder trials, including a habeas petition for ineffective assistance of counsel. 5 Pro Bono and Charitable Work. Judge Gregory was on the Board of Directors of the Central Virginia Legal Aid Society from 1988-94 and the Board of Directors of Poverty Law from 1990-92. He is currently on the Boards of Directors of both the Christian Children's Fund and the Historic Riverfront Foundation. He is active in his church and has given numerous speeches on academic achievement and civil/religious responsibility. He has been a voluntary legal aid lawyer; answered landlord/tenant and consumer protection questions on law line, a radio show sponsored by the Central Virginia Legal Aid Society; mentored minority undergraduate students and an elementary school student; provided legal services to the Black History Museum and Cultural Center; and provided legal workshops and presentations to local citizen groups. Other. Judge Gregory was raised in rural Virginia by parents who both worked at a local tobacco factory. His mother had previously been a domestic worker at Virginia State University, where Judge Gregory later earned his Bachelor's degree. Judge Gregory is the only African-American now on the 4th Circuit, despite the fact that a higher percentage of African-Americans live in the 4th Circuit than live in any other circuit.
