The US wants to do what it wants to do, which is to get Sistani to go along with caucuses, so it is going where it thinks it can get the help it needs to control that outcome. I doubt that the US wants any input from anyone, let alone the Iraqi people. They know what they want to do. Input from the Iraqi people would be clutter and distraction when what is wanted is control. That's my take on it.
