Now ask yourself what it means to be "lorded over"? To have some one "play the lord" or to "domineer" implies that when he sees someone with a great deal of money, he feels he is made to seem inferior, as if they are the "lord" and he is the subject.

Now let's look at the definition of envy:

A feeling of discontent and resentment aroused by another's desirable possessions...

to resent another's good fortune...


Sounds pretty close to describing to what he writes about how he feels towards people who have inherited wealth. Why else would he be calling for the government to take it away at a higher rate than they already do? It makes him unhappy, makes him feel inferior to see people have money that they didn't work for even though I'm sure he's aware that having lots of money comes with as many problems as not having it.
