An additional $1 Billion over 5 years is a paltry sum to pay if you want to be serious about another moon shot. The amount proposed makes it seem more political pandering than anything else.

I think with the Cold War done it becomes a time to help put the world, overall, in better shape than it is. Until this happens more constructively, we shouldn't even consider wasting valuable resources on outtaspace money.
