Perhaps the operative word is "win." Bush didn't really "win" the last election that got him the White House. It's easy to understand why many are 'gunshy.'

That's a pretty lousy percentage given that:

- most voters are unable to predict the future LOL
- Congressional job holders have a 98% retention rate
