Those were potentially impeachable statements that were probably known to be wrong at they were delivered and were quite probably chosen to deceive Congress into executing its constitutional power to declare war. Some people think that me saying that is treason. Since, we can only guess the intent was to deceive congress, we can only discover who knew what and when. Like Tricky Dick, he wasn't implicated in anything that wasn't documented in more places than on the missing minutes of tape. It was in the memos and other documents, so he resigned.
