Since there can be no federal law on the subject, there appears to be no lawful basis for any element of the federal government to act in any way pro or con on the subject.

Your claim is that the meaning of this provision is specifically restricted to the ability of Congress to establish a federal religion ... as per your claim that the term 'establishment of religion' is only applicable in regards to a federally legislated church of state.

I have shown you how people establish religious organizations and that the constitution prohibits congress from making laws with respect to that pro or con.
